speaker john boehner says they expect him to be re-elected, but if enough republicans break ranks, it could make the process messy. here's how it works. boehner will need a majority of the house votes cast today to hold his spot. if he fails to get a majority on the first vote, it will go to a second ballot. something that has only happened once in the past century. in 1923 when nine ballots over three days were needed to appoint congressman frederick gillette. now, 433 members are expected to vote today in the house, meaning boehner's magic number is 217. given that 200 democrats who also have votes, 17 republicans would need to defect in order to force that second ballot. now, while boehner would likely capture enough votes in subsequent ballots, it would be a humiliating way for republicans to begin the new session. what about this new class? will they turnover a new leaf? could this be a fresh start for washington? unless they got a majority support from republicans. speaker john boehner of ohio violated that longstanding rule last night and in the process he became the only member of the leadership of his party who voted in favor of the bill. eric cantor and kevin mccarthy joined the majority of their party in voting no. boehner did find support from one key republican, paul ryan of wisconsin also voted yes. the main sticking point for republicans, a lack of spending cuts. hours before last night's votes, republicans considered trying to amend the bill from the senate and add additional spending cuts in. the senate made it clear they had no intention of revisiting this idea. so if changes were made that would essentially kill it. before the vote, republicans took to the floor and voiced their concerns. >> there are no spending cuts. we're adding $4 billion a day to the debt. the senate failed in cutting spending. >> i thought we were in a deficit crisis. i thought families were put at risk by this massive debt. what does this do about that? >> it was way past those senators bedtimes, they

to the president. the president had put serious spending cuts on the table. he and speaker boehner a week and a half ago were this close in a $4 trillion deal, they were 200 billion apart on revenues and 200 billion apart on cuts and then what happened, all of a sudden, speaker boehner decided to do this plan b. he went back and for a week tried to raise the amount that you would extend the bush tax cuts to people over a million dollars, couldn't get -- the plan was flawed from the beginning. instead of trying to get a bipartisan deal with democrats and republicans, he tried to win over the 50 most hard right conservatives in his body. it fell -- wait, wait, it fell apart, and it's leading us to this last minute, so our choice is simple. avoid the fiscal cliff and people's taxes going up or do nothing and let it happen. we didn't want to be in that position, but speaker boehner pulled out of the deal a week and a half ago. it's not fair to blame the president. >> but i've got to ago you this question because this is one f the big sticking points left. whose taxes go up, people maki

boehner tried to get that alternative bill through the house. his own bill. he didn't have the support to do it. it fell apart. now things are in the senate and it will be up to harry reid and mitch connell and the president to try to come to a compromise to avoid the tax hikes and spending cuts that go into effect on the first of the year. president obama had been working with house speaker john boehner and trying to get a big deal that dealt with tax reform and deficit reduction. that fell apart and talks have largely been stalled this entire time. there was a lost pressure to get something done. we have seen some of the impacts of the fiscal cliff. consumers saying they have been more cautious with their holiday spending because of the uncertainty in washington. economists warn it could get worse and the markets could be foiled if we go over the fiscal cliff. taxes will go up for the average american by about $2,000 and could put us back into a recession. >> which nobody wants to see. kristen welker in hawaii. the president is coming back, but they haven't gotten the 48 hour notice.
